i7-4770k Clock Speed Errors

Hello. I have had my computer for close to 2 and a half months and have had it overclocked to 4.6Ghz since a week after I put it together. That was working fine until a week prior.

My computer was working slower than usual and I did not change anything with the UEFI/BIOS or install new programs. I checked the task manager and saw that it was reporting the max speed as 3.5Ghz http://i.imgur.com/zL6ouOA.png . I thought that was odd since I hadn't changed anything in the BIOS since the original set up and I remembered seeing 4.59~ghz being displayed there 2 months prior. I checked in CPU-Z and noticed it was reporting my core speed as 4.3Ghz http://i.imgur.com/qS0pWkS.png . I noticed that the Bus Speed was less than 100mhz (the speed I remember it being).

I went back into the BIOS to check my settings and nothing had changed. :\ What could have changed the bus speeds to be lower than the 100mhz originally displayed and advertised? Is there any way to rectify or fix this?

Corsair 16GB 1600mhz RAM
Corsair H100i Water Cooler
Samsung 840 Pro 256GB
EVGA GTX 770 4GB

Unrelated question that I will also ask in the proper forum for it: Since I updated to Windows 8.1 Svchost has been going crazy. http://i.imgur.com/MDfZMzq.png Has anybody else experienced svchost with high processor usage?

Hi,

Have you tried resetting the CMOS and re-entering your overclock settings? alternatively you could check for a new BIOS update, flash to that and then re-enter your overclock settings, that should fix it.

I've never actually reset my CMOS before, how would I go about doing that? I Googled a few methods, but I'm not sure which would be the safest and the best in your opinion?

If your motherboard doesn't have a clear CMOS button which I don't think yours has then I would remove the CMOS battery (obviously make sure your PC is turned off and the power is disconnected) wait about 30 minutes and then re-install the battery, that will clear the CMOS.

I tried clearing the CMOS and re-setting my Overclock settings but the Bus Speed in CPU-Z still shows 95-96mhz, the Speed in the Task Manager still shows 3.5GHz, and I have the latest BIOS from Asus. I mean .2Ghz difference won't really matter much but it's just odd that it keeps showing lower Bus Speeds. Any other suggestions?
