Amd fx 4130 help

Hi i got a fx-4130
-asrock 960gm-vgs3fx motherboard
-corsair 600w power supply
-gigbtye radeon 7970 1000mhz overclock
- corsair h55 cpu water cooler
-Team Xtreem Dark Series 8GB 99924 1600mhz 1.65 volt memory

When i overclock to 5, 10 or 15 percent in bios when i run a prime 95 the Core multiplier drops from 19.5 to 7 and thus makes my core very slow it fluctuates between 3999mhz and 1600mhz. This of course is at stock 3.8. Also the Asrock 115%x boost doesnt work my ps doesnt start. HALP ME
When i try amd overdrive with cpu i do the test and it will freeze/reboot and not complete the test.

i Love anyone that can help me, should i rma my processor or motherboard or psu? i lag in skyrim when i shouldnt on 3.8

I have quiet and cool turned off
Cpu overclock voltage on 10%: 1.45 15%: 1.55 my motherboard is 1.55 max i played with other settings and nothing seems to work what should i do, this processor and motherboard should have ok overlocking potential...........

We need actual data to be able to paint the picture and fully be able to understand, vicariously, what is happening. Even with water-cooling (which does not automatically equate excellent performance) it is possible for something to be off, or wrong. Everything we know helps, even if it seems banal.

I just did a quick look at your motherboard, and I am not sure if I see a heatsink on your VRM, and I am having issues finding how many power phases it has. That actually might be your weak point. Do you still have the manual? See if it says anything about overclocking.

I already said i have h55 so i figured ppl would know temp isnt the prob for cpu, at max load it wont go over 50c min 36c
 
omgitzfatal is definitely on the right track. It does sound like the CPU is throttling, so, for us to know what is going on, we need more data that what you have currently provided. Get prime95, as it is a tool that can consistently and convenient puts the CPU on a load. AMD Overdrive *should* do a good job of providing you (and us) with good load temperatures of your CPU core.

So, let's start at square one. Put all your BIOS settings back to default, open up AMD Overdrive, then run a Prime95 torture test for at least 15 minutes. Tell us the highest temperature your CPU Core gets up to during that test. We'll work from there.

i stated in the reply to omg my cpu temp on stock wont go ocer 50c and average is 47 at maximum usage.... TEMP Isnt an issue its water cooled.......

yes i have the manual, ill take a look at it later and report back but it was mostly about installation
