ISP's can make mistakes just like you and me. There also can be activity from disgrutled workers there. The WISP I ran had a few problems with our providers.
In one instance a worker at TWC had dislexia and typed in the IP address backwards of our edge router on his end, that was fun! The other back up provider provided enough bandwitdth for all but a sharpe customer in our colo alerted us to the route change and wanted to know what had happened.

One of our former providers load an old snapshot of their edge router including our network/IP addresses then not. This flap wreaked havok and telling the head of their organization to fix their shit only made matters worse.

Basically your ISP is cheap.

I am assuming you are using PLDT.NET. It appears their peer point with level3 (which appears to be the ISP for the server you are using) is in Seattle WA. Hard to say why they are going that way, the more common way most ISP go is though southern california.

In a best case you will get about 150ms from a country in eastern asia to california and then about 20-30ms more to dallas where the server appears to be located.

This is the whole problem with the internet. It is based on who pays who. Your ISP for whatever reason decided they would use their own private network to get to the USA but in Seattle. How exactly the fiber runs would be a good question for them but I doubt they will answer. They could have peered with level3 in KL and let level3 use their network to carry it across the pacific ocean (level 3 bought all the global crossing fiber year ago). More than likely they felt it was not cost effective to pay level 3 to peer in KL rather than peer in Seattle.

So you could call the ISP and ask them these questions but I highly doubt they will care about one small home user, its not like you pay enough they could pay to change the peer points.

Only way you are going to "fix" something like this is to try not to use the level3 peer point in Seattle. If you can find a server that is on a different ISP maybe it will help, the peer points may be in a different city for say verizon or att. Otherwise you try to find a VPN server in the USA that has a path to it that uses a peer point other than that one and then hope the VPN service has a good peer point with level 3 close by.

You can call your ISP all you want and nothing is going to happen till L3 fixes their problem. I would let them know of the upstream issue so calls can be made...Been there done that many times...

So the problem is not within my house(router,modem or anything like that that I own?) IT's BECAUSE OF MY SHITTY ISP?

Using a third party test site did however show that the guy with a two year degree(me) was right and Mr. know it all( two master drgrees and was told constantly about them) was wrong.
Be patient, be firm and always back up your claim from multiple well documented sites....they cannot argue with fact!

In all fairness accidents happen, life is not perfect, enjoy the ride!

Nope this is very deep in their network. It would take you quite some time to get past the phone droid who read their scripts. You will be told to reboot your router/pc and a million other things that will do nothing. Once you get to a tech who even knows what a peer point is maybe they can give you some information. This is very very hard to get any action even when there is a major failure. One of the 10g internet connection where I work was having a issue with packet loss going though 1 peer point but not others. I tried forever on the official call in number, I only finally got it resolved when I called a friend who worked at the ISP and since he knew me and my skill level he asked one of the high level support guys to call me. Turned out to be a bad interface in their router but this would never have been resolved following the normal support channels.

The best you could hope for was to determine if this was designed to follow that path or if they had some other problem. Maybe some undersea fiber got cut and they plan to move it back to a more direct path. Still there is nothing you yourself can do to resolve this....other than try another ISP
