Installing Windows 7 hangs in "Setup is starting "

I got a new hdd and it was installed with Windows 7 Ultimate it was working fine for 2 months .. but now due to abnormal shutdown..it says repair the OS .. i am trying to install through USB pendrive .. but it just hangs up @ "Setup is starting"

Dual core processer, 2 gb Ram , 500 GB Hdd segate ...
Finally i predict it may be Harddisk issue..
can any one suggest me .. what i want to do next .. without hurting my HDD..?

I had a similar problem and this worked for me. I had an old junk pc that I am using for testing. It had XP installed, a floppy, and an old casette tape drive. Thought it was hanging at first but it actually was installing very slowly and eventually told me that my W7 install was corrupted. Disabled, disconnected all my ancient hardware and install went much faster and was successful. .

It happened to me,though it would continue a little later. If that's the case,I found a solution for that,which was disabling the Floppy Drive in BIOS. My PC had no Floppy Drive,yet it was enabled in the BIOS.Once I disabled it,everything was normal and quick.

Thanks brucewol, Your are right...But we have more complication in this issue..becoz .. i have tried everything what you told.. but finally i found a new problem in this.. Its is a Ultimate Harddisk issue.. where i need to replaced it .. and every thing is fine now....
