Is my 120 mm fan working correctly?

Hello, I have this 120 mm case fan: http://aio.lv/en/pc-components/cooling/cooler-master-a12025-08cb-3bn-f1/

The problem is, that I can't feel the air coming out of it. I'm sure it's attached correctly. So how I can make sure, that my fan is working correctly? This is what Speed Fan shows at Idle:

P.S. Fan is connected to motherboard.

The fan says it's rated for 1500 rpm. Assuming fan1 is your CPU fan and that speedfan is reading properly, I'd say there is something wrong with the fan. Try using a different utility to read the fan speed. Your bios may even report it.

BIOS says the same: Fan 1 speed is about at 300 RPM. What's weir, that it bounces from 3000 to 1000, but speed doesn't change. If I try to set speed manualy, it doesn't change neither.

I don't think you can control the speed of a 3 pin fan, You need a 4 pin fan to control speed. That said, it should always run at or near it's rated speed.
