I just put in my HDD into my Fractal R4 and this happened. I used the screws that came with the case but it seems lose?

If everything else is fitting together just fine, then i'd say that it's just that tray in particular.
If you don't like the sound of that rattling in your case, there's always your trusty roll of duct tape (or electrical tape if you roll that way) a couple feet away.
