Monitors won't cause performance issues (maybe display issues, but not performance). The problem is definitely your GPU and probably also your CPU. They are both quite outdated.

Recheck those specs...the i5-2320 is a socket 1155 CPU, and the motherboard you've listed would be socket 1150.
In any case, an old monitor may be responsible for poor picture quality or low resolution, but not for lag. Your lag is caused by the GT520, which is not a gaming card at all. Without knowing more about your PSU (brand and model, not just wattage), the strongest card I'd suggest would be the HD7750, which needs no auxiliary power and is a lot stronger than the GT520.

Turn off Anti Aliasing and anisotropic filtering. That should increase frame rate a huge amount.

Better choose HD 7750, because it's almost the same as GT 650 but does not require extra 6-pin for power.

The HD7750 is slightly better than the GT650 in most games, but like greenmoonLV says, doesn't need auxiliary power (as long as it isn't one of the 900MHz versions).
