Upgrading system, looking to cheapen components.

I'm looking at upgrading my computer shortly and have a list of components was looking at. Looking to try and cheapen the costs though while still fulfilling my needs. I mainly play MMO's and games like Civ 5. Want to be able to make sure can play EQNext and Gal Civ 3 (neither have specs out yet) on high or ultra settings hopefully.

Current system is:
AMD Phenom II X6 1055T Processor (6 CPUs), ~2.8GHz
16 gig 1333 mhz ram, non branded.
Mobo Gigabyte GA-990FXA-D3 (Philippine version, same basics as the GA-990FXA-UD3 I believe)
AMD Radeon HD 6570 2GB
27" LG IPS Monitor 1080p
Power supply Rapter II 500w (not 80 compliant and am told kinda worthless)
Multiple HDD no SSD.

Total about $715. Looking for a cheaper selection if possible that won't impact my needs much if at all. Where I live can't buy newer and good quality computer products and as in the states for a month still now's my time to buy. Won't set a price as willing to pay if its what I need but hoping to cheapen things up still thinking I may be over a bit of what I need.

P.S. not likely to ever be running crossfire or sli so just need a solid PSU that handles what I need and possible future upgrades.
