Reformatting a USB from MFS back to FAT or NTFS

I lent a USB drive to a friend, who has mac. I know mac has a different file system than windows, so thats why its not showing up in my computer. It shows in disk management, but it cant be reformatted or anything. Any help of putting it back to FAT or NTFS would be appreciated. Thanks.

In disk management you should be able to delete the MFS partition and create a new FAT or NTFS partition on that USB drive.

I can't find it anywhere. If I click "format" or "properties" I just get some kind of error.
