New Build wont play games well. Frames skipping / jumping and glitching HELP!!

With next gen consoles coming out soon I decided to switch to pc gaming. I bought these listed components and assembled the pieces with care in respect to ESD.

MOBO: ASRock 990FX Extreme 3
CPU: AMD Fx-6300 With Cooler Master Hyper 212+
GPU: HIS IceQ boost Radeon 7950
PSU: Corsair 650TX
RAM: Corsair Vengeance LP 1x8GB DDR3 1600
HDD: 1TB Seagate
OS: Windows 7

I booted windows 7. Installed drivers. Updated them. Then I installed some games and avast antivirus. It would play games ok but every once in a while the game would stop and start or sort of jump forward in time. I would pause the game, and wait and it would go back to normal.
After a little of this behavior I had a BSOD. I ran a windows mem test and it came back clean. I restored to a prev backup I made right after booting windows 7 and re-installed the drivers. Then immediately updated Bios and the GPU driver. I re installed games and they still wont run right. Now DIRT 3 jumps in time and then the car will crash, fly through the air and stuff. And colored stripes like you see when a video connection is loose or something invade the screen while running a race. Saints Row 3 the cinematics look like they play at 9x speed but audio is good. Gameplay is jumpy. No weird color lines in this game. Sim City I can make a city no glitchyness but the sim people move jumpily.

What the heck is going on!! Can Someone help me get this computer to play games like it should. I am being slowly pushed back towards consoles! Save Me!

Just ran furmark. Dont know what this data means but it didnt crash and the test looked nice on the screen.
