Can't boot into windows 8.1

I have 2 harddrive, one with windows 7 installed and the other one with windows 8.1. Windows 7 acted as my primary and default boot hdd/os. However, the primary hdd is failing so I decided to remove it but since then I can't boot into windows 8.1 when only 1 hdd is connected. I have changed bios boot priority and default boot os to win 8 but it appears that whenever the primary hdd is removed, it won't boot into win8 but giving me a black screen with blinking underscore.

Using win 8.1 installation cd helps nothing (somehow I can't boot from the disc)

It is probably because the boot partition (System Reserved) lived on the HDD that you removed.
This happened because you had that drive when you installed the OS on the other drive. Win 7 or 8 does this unfortunately.

This depends on a few things:
How did you get Win 8.1? full install or upgrade from 8?
How did you get the original Win 8?

Basically...I'd recommend just a full reinstall of whatever you have. And if desired, upgrade to Win 8.1.

I do not have win8 installed. Preordered and full installed of win 8.1. As I have some huge game files downloaded and installed on win 8.1, I would avoid a reinstallation if possible. Is there any fix tool/application to help?

2. Do you have another drive available, either internal or external?

If so....copy the steamapps folder elsewhere. Make note of exactly where is came from.
Reinstall Windows, with only the desired drive installed.
Reinstall the Steam client
Move the steamapps folder back to where is used to be.
