HD 7970 CCC 13.9/13.11 Crossfire 2nd GPU @ 99% load

I just recently upgraded my build to:
i5 2500k @ 4.6 ghz
Asrock p67 Extreme 4 Gen 3
8gb ram
Sapphire HD7970 OC @1ghz w/ boost cf (Dual bios factory OCed to 1ghz)
Corsair HX 850

Games I ran was bf3 and rome 2. I know rome 2 still needs patching but during both games MSI afterburner showed the 2nd card usage maxed and clocks maxed while the first card isn't. This is as soon as the game is launched the 2nd card just stays maxed until a few seconds after the game ends. Maybe this is normal for AMD hardware? I'm not sure this is my first cf setup. Also I am running these cards in eyefinity with all the cables going into my primary card. So I don't know if this is a eyefinity issue.

Things I tried: Clean uninstall of CCC 13.11 re installed the same version, clean uninstall again then went to 13.9 drivers. Uninstall the cf API thing and re-installed that. No fix in games the 2nd card always gets maxed. I do however see a improvement in fps in both games especially battlefield 3 since it runs more stable.

Is this normal?

It's a known bug that AMD can't seem to fix.

Known Issues of The AMD Catalyst 13.8 Beta2 Driver for Windows:
CrossFire configurations (when used in combination with Overdrive) can result in the secondary GPU usage running at 99%
Enabling CrossFire can result in the PCI-e bus speed for the secondary GPU being reported as x1

I did not enable overdrive during these tests. I used MSI afterburner, so is this an issue for performance? Neither of the cards are over heating.

Hi, I had the same problems recently and what worked out for me was, when in windows and having the 2nd card running 99%, just disable crossfire and enable it back on. Thats what fixed it for me and after doing this gpu-z shows 0% load and temps are cool on the 2nd gpu. Hope this helps you!

Yup it does but my question is once a game starts it says at 99% load even if GPU1 isn't used.. I'm wondering if there is a performance difference since it seems to be GPU 2 isn't being used correctly.

Overclocking too far can have negative affects on GPU's, overclocking needs to take more then just temps into consideration.

No neither of these cards are OCed beyond the factory OCed clocks which are at 1000 core/ 1450 memory.
