Toshiba laptop not allowing opening of files/applications. If you can resolve this can you please contact me. I have already tried starting my laptop with safe mode and it looked fine but it still wouldn't open any applications/files. If you can help please contact me via the answer section below.

Do you get an error message? It maybe some virus as well.If you get some errors,please post what that is.
And for the solution,you could try to repaid your OS,or even try a fresh re-install of the OS should the repair fail.
