That PSU is really only 420W if you read the fine text where it says that the +3.3V, +5V, +12V1, and +12V2 cannot exceed 401.5W. So if you add that number with the -12V and +5VSB, it's only 420W. But wattage isn't the most important factor; ampere is. The total ampere rating for the +12V rail is 26A.

The GTX 650 Ti requires minimum 10A and GTX 650 Ti Boost requires 12A. It'll be fine, but is a bit close when you factor everything else in because the GPUs are not the only components that the PSU will power up. Definitely would give less room for overclocking, almost none.
