New motherboard, re-installing windows?

Hi all,

Ok so i'm buying a new motherboard along with a new CPU and i've been hearing you need to reinstall windows! Is this true?
If I have to reinstall it I will most probably put it on the same hard its on now. Will it need to format that hard drive to put the new windows on?
I just don't want to loose all my programs and data!

Ok, I have 2 hard drives, one which i don't use. Int he case I do need to re-install windows could I put in onto my spare hard drive. However if I did this would I be able to have the basic windows files on one hard drive and my programs on the other? Or would this slow it down a lot?
Also do I have permission to delete the old windows files?
