My Cpu Speed Reduced

My cpu speed is got slowed down now i can not play many of my games which i could play earlier .This all started when i installed windows 8 in my computer my processor is Intel Dual Core which have speed of 2.50 GHz which Windows 8 Show its maximum speed to be 1.70GHz And now even installing windows 7 do not help it.please help me

try doing something CPU intensive like running prime95 and download cpu-z and monitor your cpu clock speed as intel cpus usually downclock them selves when the extra speed is not needed and when it is it will run at full speed

It shows in BIOS And windows 8 task manager performance tab
But before Both Bios and windows 7 used to show 2.50 GHz speed now even if i try to install windows 7 it is not helping it...........please help me.....................................
