So My PC Is Being Weird....

When I properly shut down my PC (as In go into the Start menu and do It there) It shows "Shutting Down" as usual and the monitor goes blank as usual. But my tower Itself Is actually still running. LED lights are on, fans are still spinning. Can someone please tell me this Isn't normal and help me out? I am having an anxiety attack and can't do anything else In the meantime.

My extremely crappy laptop does the same thing. I too am curious why this may be happening. I never looked into it much because I'm planning to replace it soon. I'm just writing this post to track this thread, really. Sorry I can't be of more help.
