Screen Tearing Problem ( i think )

To the best of my knowledge, im having a screen tearing problem. Horizontal likes that kinda blink and move around ect, when playing a fullscreen game like league of legends, i can enable vsync, and it is fixed but then im stuck at 60 fps of course because of my monitors 60hz refresh rate, but i wanted to know if there is anything else i could try to maybe fix it and be able to get more fps on league. I am trying to poke around in CCC , but when i open it it says : Catalyst Control Center cannot be started. There are currently no settings that can be configured using Catalyst Control Center. I have a Sapphire 7870, i just built my computer about 2 days ago. Any help appreciated!

Edit: I can also notice it when not doing anything , if the background is dark i can notice it no games open ect.
Also it is connected via VGA Cable with DVI Adapter.

V-sync is your only option. Tearing occurs any time your GPU and monitors refresh rate are not sync'ed. It is impossible to sync the two while having higher than your refresh rate in FPS. At least, it is impossible to show more than your refresh rate.

Apparently OpenGL had a different way of handling it, and that was to throw away extra frames if a new frame is available when the monitor refreshes. Even though it may show XXX FPS, you still are capped at your refresh rate in actual displayed FPS.
