Unplug the cables from the system panel header and reconnect only PWR_SW. See if it will switch on.

You may need to pull your motherboard out of the case and to make sure you are not grounding on a standoff. Try setting the motherboard on the box it came in and attach only the CPU, Memory, and GPU. Then attach the power supply (hopefully the cables will reach with out pulling the PSU also). Attach the monitor. To turn it on you will have to use a small piece of metal like the end of a screw driver, to short the two pins that the "PWR_SW" attach to. If it powers up and you get video you know it's a grounding problem. Triple check that the standoffs line up with the holes on your motherboard. Good luck.
