cpu downclocking/fps drop

interesting.. while stress test in intel extreme tuning program i found that my cpu is spiking constantly from 3,20ghz and to 1,20ghz .. just run the test there.. the cpu temperature was also spiking (50C-35C) the sime like cpu frequencey.. what does that mean? isnt supose to be always 2,9ghz? its the same story when i play games.. when is fps drop, the cpu temperature falls down.. the clock of cpu falls down.. and also gpu usage kinda falls down. is there maybe some kind of power issue? i first touhtg it was psu.. bought new one, then i tought it was cooler.. buoght new one,.. maybe is something wrong in my power managment? I need your opinion and help please :).

my cpu is i7 870 2,93ghz ,...

i switched off thermal monitor at bios and let enabled speed step and turbo boost,..

so while i have stress test in intel extreme tuning utilitiy my cpu frequencey goes to 3,4ghz and stays stable.. but after a while it start showing that is cpu throtheling at 100%,.. but frequencey does not go down and stays at 3,4ghz, that is becouse i disabled thermal monitor in bios, however if i enable it, while stress test in program when cpu throtle accurs, cpu frequencey goes down to 1,2ghz.
Only problem it is when is cpu thermal monitor disabled, while stress test, computer shuts down, but not in games!, Is anything i can do that computer would know it doesnt need to cpu throtle, becouse my cpu temperatures are 40C at full load, and in no load its only 28C, i have amazing cooler..
anyways, can i disable cpu throteling? if i disable speed step and c1 doesnt do nothing, also when i switch to performance mode at power settings.!
