Help: won't get past "starting windows"

Hello, This is my first time posting on this forum even though I use it a lot. :D
A while ago, i tried to boot up my pc but it got stuck on the "Starting Windows" part on windows 7.

It eventually started up after about 15 minutes of waiting. (My usual boot time is around 80 seconds) After I removed a 2TB WD green HDD, it was able to boot up fine.

About a month ago while i was replacing a case fan that broke, i decided to take out the gpu to dust it. While the gpu was out, i pluged in the 2TB HDD and it was able to boot up in around 3 minutes.

I tried to replicate this today but it did not really work
(It got past the"starting windows" screen but then it just showed a black screen with a mouse on it)

I have tried to switch SATA ports but that did not work either.

When pluged in, the drive was recognized by the BIOS.

I don't know what the problem is so help would be greatly appreciated!

WD Green 2TB <--- the one that is causing problems
Intel 128gb SSD

I was able to access the drive by first powering on the system, then plugging in the SATA cable for the drive.
Now waiting for the HD Tune error scan to finish.
