Display not filling screen even after overscanning?

Hey, I built my first rig! ^.^ Everything went according to plan until I had to switch OS. When I switched to windows 7 home premium, my display wasn't filling the screen. I've tried the easy "overscan to full" in CCC, but even then it doesn't fill the screen! There's about a quarter inch of unused screen on both sides and on the top. I also tried changing resolutions but that didn't work either: whenever I put it back to 1080p display, it was still not filling the screen.... Any ideas?

Hey sorry, was in a bit of a rush to post :p I've got this monitor (http://www.newegg.ca/Product/Product.aspx?Item=N82E16824236310) connected via an HDMI connection. Initially I thought that I was was just scaling it in the wrong direction as well, but no it is scaling all the way to the right
