Dual boot 98/XP, install which first

I am turning my old 2003 HP Pavilion 325c XP based machine into a retro gaming pc and need to dual boot 98SE and XP. I would stick to just 98SE but a few of my games are just easier to play threw Steam or GOG.com that only supports XP and up,access to the internet,ect.

It served me well for 7 years before I upgraded to another system and now just happens to be exactly what I was looking to build in a 98' (96-05') gaming machine without wasting any money. It's about as fast as you can get and still be 98 compatible.

It looks like the MSI MS-6390/HP-Crossfire motherboard has Windows 98 drivers for the Chipset and all on-board devices. Should I install windows XP or 98SE first and should I put them on different hard-drives so I don't run into FAT32 vs other partition problem? Is the BIOS operating system specific or compatible?

I'd probably use a USB stick for that, instead of compromising the whole XP system.

I probably will but USB is kinda slow in 98 and I may have to transfer some big game folders.

I was reading about dual boot on Microsofts website and they said while running win98 with FAT32 you can not access any files from the NTFS based XP drive. So when I am running XP on say C: can I download or copy something directly into the 98 D: drive and it save as the correct FAT32 ?

Also, can I just unplug the C: drive to install 98 on D: or do I have to configure it as the master drive by moving it on the ribbon and changing the jumpers.
