why do i get such low FPS with my rig?

i bought my pc about 6 months ago cost me 1000 bucks and i can barely run games such as, world of Warcraft, skyrim, planetside 2. I get 25-30 fps on all games using the reccommended settings.
Here are my specs:
Processor: Intel core i7-3770 cpu @3.40GHz
installed memory RAM: 12.0 GB
systemtype: windos 8 64 bit, x64-bassed processor
graphics card: NVIDIA GeForce GT 640
chip type: Geforce GT 640
DAC type: INtergrated RAMDAC
device type: Full display device
display: 1920x1080: (32bit) (60hz)
and im using a HDMI onto a small 22 inch Samsung TV(1080)

i really am confused with whats wrong, thank you for your help.

The GT 640 is not really a gaming GPU. That is your problem.

That's about all you can get with that gpu. The 640 is not a gaming card.

Depending on what psu you have, you're going to need to upgrade that gpu to a minimum of an HD 7850 or GTX 650 Ti boost.

I'm guessing its the NVIDIA GeForce GT 640, its quiet a low end card afaik, i'm surprised you even get 25 fps on skyrim tbh,

I'd upgrade the graphics card to a GeForce GTX 660 or a Radeon R9 270X for a GPU that will be able to give you higher FPS on current games on higher settings.

gt640 is crap. upgrade the gpu to at least a nvidia gtx660 or amd 7870 for good fps on 1080p resolution.

Its the cpu i have the same try to play skyrim on 1400x900 i have 60 fps on it and my settings are texture high shadow low decal high good luck;)
