HDD SATA 2 performance improvement?

Hi, I have trouble with my HDD - pathetically slow transfer speeds no matter what I do. I have Western Digital 1Tb (more info below) and the maximum i have seen it perform is around 10Mb/s. However most of the time the speed varies between 1-3Mb/s. I have optimized it, aligned it, connected to various SATA ports on the motherboard - nothing helps. Is there any way of increasing the performance?

slow transfer speed? to what?
Transfers operate at the speed of the slowest link so it could be the other device or the transfer medium. For example a usb3 external drive, connected to a usb2 port trying to transfer from a 550mb/s internald SSD would transfer at USB2 speeds.

It is definitely this HDD. I am copying data to the newly bought Seagate HDD SATA3, the transfer rate from other devices like USB 3.0 or even 2.0 are much higher. It is really weird because it sometimes does do the speed it supposed to...

OK, I have formatted the drive, loaded my data back in there and defragmented it using windows defragmenter first and then Ultimate Defrag 4. The speed has improved, but only up to 5-6MB/s on average which is still extremely slow - the datasheet says it can do up to 145Mb/s. Most weirdly, the speeds are now spiking from 1 to 20Mb/s given that there are no processes running except of the usual background stuff. HD Tune gives no errors on the drive. I am just confused why it is not consistent... Is it worth playing with jumper on the back of the drive?
