hp laptop blank screen with a cursor

My hp laptop blank screen with a cursor. I tried booting in safe mode and restoring but I still get a blank screen. Tried booting a windiws 7 dvd ,windows loding after blank screen. .. I removed the hard drive from my laptop and booted with my windows 7 dvd and it actually worked. No blank screen, the dvd I booted actually showed up(windows setup). please help me

This solution worked with my Windows 8.1 laptop. It might work for you too.

I managed to bypass the blank screen with mouse cursor and got to windows.

If it is a laptop, turn it off and remove the battery. Turn it on, when you get to the black screen with the mouse arrow cursor, unplug the power cord from the PC not from the wall, wait 10 or 20 seconds plug it back in and turn the computer back on.
* If unplugging and plugging back the power cord does not work, try to make it get in to sleep or hibernate mode and wake it up. That should take you to the login screen so you can access the Control Panel. On my laptop I just close the lid wait for it to go to sleep mode, then I open it and viola! I get the login screen. I enter my password and that’s it.

When it let you go into windows, do the following:
1.- Open Control Panel, Hardware and Sound, Power Options
2.- From the left menu, click on “Choose what the power buttons do”
3- Click on “Change settings that are currently unavailable”
4.- At the bottom of that screen, under “Shutdown settings”, uncheck the “Turn on fast startup (recommended)” option.
5.- Click on the “Save changes” button.
Wait one minute, shut it down, wait one minute and turn it back on.

That worked for me. I do not get the black screen with the mouse arrow any more.
