windows 7 internet problem

my hp laptop wont open my internet an the problem has to do with iTunes they both. When I try to ope it up it says:

iexplorer.exe - System error
The program can't start because urlmon.dll is missing from your computer. Try reinstalling the program to fix this program.

I don't know how to do that if it wont let me go on the internet. I am not sure what is missing

To resolve this issue, re-register the DLL files
1] Click Start, and then Type Run and hit Enter button.
2] Type regsvr32 urlmon.dll in the Run box, and then click OK.
3] Click OK when you receive the following message: DllRegisterServer in urlmon.dll succeeded

If this doesn't help, you need to do Windows repair.
