Low budget Barebones parts needed for gaming/multitasking build

Looking to buy components for a gaming pc. Only things I need are: processor, motherboard, ram, graphics card. The most I'd be willing to spend is $200-250. yes I know it seems pretty unrealistic but I've seen it done on other forums. http://kbmod.com/2013/09/bro-cave-sekus-super-budget-build/

Preferably AMD processor based. I feel like 6GB of ram is acceptable. I know Msi motherboards are good. No preference in the card department. I will be playing games such as: the binding of Isaac, minecraft, counter strike, half life(Garry's mod), etc. If I can get 60 fps without running this thing too hot I'll be happy. All input will be considered. Thanks!

P.s. I will be considering game streaming via twitch, screen capture with fraps, other gaming/media related things. So any input on the build tailored to these things would be greatly appreciated.
