CPU is overclocking itself

When I am doing a task on my computer that requires 100% of my CPU, such as rendering a video, I notice a strange thing in task manager. My CPU is running at 4.06 GHz. Its 'maximum' speed is 3.5 GHz. Should I be concerned that my computer is doing this, I have never overclocked my processor, so I do not know why it would be doing this. Nothing bad has happened so far, but I just want to make sure it is ok.
System Specs:
Processor: Intel i7-3770k @ 3.5 GHz
Memory: 16GB DDR3 RAM 1600 MHz
Video Card: NVIDIA GeForce GTX 660 Ti 2Gb dedicated memory
OS: Windows 8 64-bit
Mother Board: Asus P8Z77-V LX Z77 Crossfire SATA 3.0 USB 3.0 LGA 1115
Cooling: 5 fans + Water Cooling

Your processor is able to Turbo Boost itself to reach 3.9Ghz without having to manual overclock. Not sure why its got to 4Ghz. Perhaps the core frequency was also increased. If you bought your pc whole, some vendors overclock for their customers.

Thanks! I bought my computer from CyberPowerPC, and I didn't select any overclocking, I guess they were just giving me a little bit of overclocking for free.
