Speedfan fan speed control

Is there a way to set speedfan to force cpu rpm above 100%? because currently im running at 100%(3300rpm) which is wrong because about a month ago it was working at 6k rpm and now its stuck at 3k(load doesnt affect it)
Cpu started to run at 63C idle and i dont like it
 
Any fan running at 3300 rpm must be small and ineffective.
For better cooling and quieter operation, I suggest replacing it with an inexpensive cooler with a 120mm fan such as the cm hyper212.

In your motherboard bios, there should be some fan speed settings. I suspect it is currently set to 100% regardless of load.

What i meant was. My fan is currently running at 3.3k rpm. It used to run at 6k but something happened.Bios settings are the same and there is nothing i can do in bios to change the rpm.
Also in some monitoring programs it shows that my fan is running at 100% which cant be true since it used to ran up to 6k.
What i want to know is why and how can i force it to run faster than current 100%(faster than 3.3k)

Oh and im not really interested in a new fan since ill be selling my pc soon.
