[HELP] Windows 7 doesn't start after power outage.

Quick summary of events:
1. The power went out (I wasn't home)

2. I use a surge protector that is grounded and both lights are and were still functioning (http://www.p4c.philips.com/cgi-bin/cpindex.pl?ctn=SPP3060F/17&hlt=Link_Overview&scy=MX&slg=AEN)

3. The computer turns on, goes to the Microsoft logo where it says starting windows (windows 7), and gets stuck there for half a minute. Eventually it opens a blue screen (not sure what it says), then reboots , and gives me this screen: http://www.symantec.com/business/support/library/BUSINESS/ATLAS/images_v1/351886/boot-error1-small.jpg

4. As it launches into startup repair (starting windows normally just sends it into a bootloop), it searches for a problem, and then says it cannot repair this computer automatically. Here are the problem details

5. I have tried viewing the advances options, which allow me to open startup repair, system rerstore, system image recovery, windows memory diagnostic, command prompt, recovery management. I have tried the memory diagnostic (no problems found) and the system restore

The following error shows up when i try to system restore to a previous point:
"System Restore did not complete successfully. Your computer's system files and settings were not changed.
DETAILS:
System restore failed while mounting the registry from the restore point. There was a disk failure during the restore. This might be caused by bad sectors on disk, Run chkdsk /R on this disk and then try running System Restore again.
You can try System Restore again and choose a different restore point..etc etc"

I tried to provide all the information that I could, any help would be appreciated!

You'd need to check the HDD for errors if the error message says so. For that,seeing that you can't log on to Windows,put the HDD,if it's SATA on another system,and boot into Windows with the HDD of that system (Not the one you're going to check). Then you can use chkdisk or use some softwares like HD Tune Pro to scan your HDD for errors.
If it's IDE,you'd need to boot with this HDD as the slave and check it for errors.
this is a longshot but try turning the power switch off on the back of your computer. then press the start button and hold it. the power led will come on for a second or so,then turn off.the fans will also start for a second. wait a bit,then turn on the power switch on the back of the computer and try starting.
