Assuming no beeps are heard, the board is classified as dead. Is it true?

All fans in the system work (PSU, cpu fan), dvd driver opens and closes, but no beeps are heard, is it assuming the motherboard is dead? Help please so I don't need to waist my time anymore, more than 7 hours, I have been trying to fix it

Took out the RAM to see if it beeps?
