dvi to hdmi poor picture

Hello! I have a DELL Optiplex 745 connected with a Panasonic Plasma HD TV via DVI-->HDMI,but the quality of the picture is really bad.I assume that the problem is the bad integrated videocard(256) of the PC,but I am not sure.Is that the real problem according to you?

You can install a low-profile video card like this one in your small form factor Optiplex 745:

The TV recommended1280x720,but even at 800x600 the picture is still bad.Tried all aspects of the TV screen(16:9,4:3 etc) with all possible resolutions,but still bad picture

Sorry if I am a pain in the as* and with so less knowledge about computers,but a friend of mine told me that I can't install a videocard on a DELL,because they have their own integrated...I don't know how true that is...is it possible to attach the videocard you recommended to the DELL Optiplex 745 I have?Sorry for the bunch of silly questions!
