Restrictive Policy Virus?

I've been doing a lot of browsing on why this computer is doing what it is doing. We got a computer from a friend and I've been trying to fix it. It had a lot of viruses, and root-kits on it, I've used several different Anti-Virus programs and scanners to remove a lot of them. There is still one problem though.

Every time I try to open AVG 2014(which we installed on the computer) it pops up with a message saying that the software won't allow this because of a restrictive policy. I've tried shutting down the services, but it says I don't have the permissions to do so, when it's on an administrative account.

I've looked up the issue on the internet, and found several different programs and tools to try out, including FixPolicies.exe and ComboFix. Maybe I'm using them wrong, but I've tried them and they have not helped the problem at all.

If anyone can offer any help, and if anyone needs any more information on the issue, please let me know. This computer is a real pain.

I have not tried cleaning the system with AVG Rescue CD, I'll download it and give it a shot.

As for wiping the whole system, that would really be a LAST resort kind of thing. I've seen this issue fixed before in many different ways, so I'd like to try everything I can, because this computer does have some vital information on it.

I'll get the log for you, but I have to set the computer up again since we took it down to move a few things around the house, I'll try to post it by this evening, if not, tomorrow.
