im installing a new mb with a wiped hdd which requires a new os to run will a windows 7 system builder recognise my new mb and hdd

If you have a System Builders (OEM) Windows 7 disc and are planning to reinstall then you'll need to contact Microsoft for a new key (usually works apparently). OEM keys tie themselves to your motherboard.

if you are buying a new copy of OEM disc, it will come with its own key.......you are buying the key/software

yes, what the Walmart ad is selling is a "new" Win 7 OEM operating system which is the OS software with a OS key.
