IBM motherboard problem

I have a IBM rev 3.2 motherboard and an Intel Pentium 4 3.2 ghz. But when the system is powered on there is no video and it doesn't even get warm. Could be a bad cpu? I know its old but it has a pci-e slot and I have an ok graphics card laying around, so I want know if I could revive this system?
 
First take out all RAM sticks, start the PC, and listen for beeping sound, if its beeping the MB is ok, if not than the MB is dead.

If the MB is ok, then there is something wrong with the RAM. Try one RAM at a time to start the PC. You can isolate the faulty RAM by this way.

The VGA port on MB may be faulty. If MB and RAM is ok then put the GPU on PCI-E slot and start the PC, see if you can get display.
