Why does windows 8 boot far faster on my laptop than my desktop

The specs of my desktop are
FX-8350 OC@4.8GHz
HD 7970 GHz
32GB DDR3 1600MHz
Kingston HyperX 3K 240GB SSD

My laptop has
i3-3227U
HD 4000
8GB DDR3 1600MHz
Adata SP600 64GB SSD

both have windows 8 fast boot disabled.

why does the desktop take around 30 seconds to boot after post while the laptop takes only about 9 seconds.

your desktop has a powerful graphics processor that is on its own card and has to be initialized and setup by the graphics driver, your laptop has a graphics processor that is built into your cpu. very fast to set up its electronics.
(this assumes, both systems are loading about the same software in startup, and other places)

I guess he's right. I had a desktop with almost same specs, other hw but same series. And my laptop is also intel graphics. And my desktop without ssd was 40 secs and my laptop also without ssd is 13 secs
