Solution
You can also control the fan speed to reduce noise with MSI afterburner with the Fan curve settings.
The fans will be on low rpm and quiet but they won't stop.

I have the same card and the fans don't stop when idle, but they are really quite so you shouldn't worry

Ah...ok...those are the cards with the enclosed casings, correct? I assume those cards not as quiet?

In using a non reference card that blows air hot air into the case such as MSI's TWIN FROZR III...would the quietness of the non reference card be offset by dumping the hot air into the case causing the CPU fan to spin faster(thus creating more noise)?

I believe the non reference cards are quieter from my experience as they have a better cooling design, more fans and bigger heat pipes/heatsink so they don't have to work as hard as the blower type reference cards.
Cards like the Asus, EVGA ASX and the Gigabytes Windforce are quieter compared to the non reference cards.
With the hot air being in the case , other fans like the case fans and cpu may spool up higher if the inside of the case is getting hotter.
Best to have good exhaust fans beneath the non reference cards to blow the hot air out of the case, side fans also make a big difference with these.

I have the 680 twin frozr iii and the second fan wont kick in until about 65-70C which you can change with afterburner, but yeh, I don't know if they are all the same, but I have done some major testing on my card because I thought the fan was broken... luckily not, its just more intelligent than I am :D
