Hi
first of all , I'm sorry , my ENGLISH is bad

I have the windows 8.1 on my laptop , when I want to enter the information for a new wireless and I arrive to Encryption Type , I can't change it from AES to TKIP

Solution
If you set it to use WPA2 you must use AES. That pretty much is the key difference between WPA and WPA2.

Also if the router is set to only run AES then you many times will not be able to set your PC to tkip and if you do it will not connect.

Not much point trying to connect with AES if the network uses TKIP

You need to create the profile manually then change settings at the command prompt with something like:

netsh wlan set profileparameter name=nameofnetworkprofile authentication=WPA2PSK encryption=tkip
