Yes...TDP is the maximum power your CPU consumes.
According to Intel,it's definition is,
"Thermal Design Power (TDP) represents the near maximum power a product can draw for a thermally significant period while running commercially available software." :)

Now I've seen this article, which shows the power consumption of Intel core i5-4430 CPU.
See the specs of i5-4430. Similarly to i5-4440, max TDP equals 84W.

But the test at the article that I've linked too earlier, clearly shows a power consumption of 136W..! This is a huge difference..

What could be wrong here?
Maybe the tests aren't accurate?

Now,that's not the power consumption of just the processor.The test results reveals the power consumption of the whole system,which the title of the chart itself reveals- System Power Consumption. So,it means the power consumption of whole system,which includes all the components,like the CPU,GPU,if any,RAM,HDD...etc etc. But individually,the power a CPU consumes is less than or equal to its TDP. Hope I make it clear.. :)
