Cant find video Accelerator or VGA driver

when i open up games it displays 'hardware acceleration is either disabled or not supported'. my display is disturbing. i have checked the capacitors and found no defect. How can i find the correct 'standard vga graphics adapter driver windows 7 32 bit'. in the dxdiag it shows accelerators 'not available'. Any help please?
 
You're using an old board with an even older onboard IGP or then you're using a really old VGA card which didn't have those features. There is nothing that you can do to enable an option that never existed at that time.
High time to get a new rig altogether....
And... PS
Checking capacitors and stuff ain't the best way to see why options in the software aren't there....

how can i get rid of the disturbing/irritating display? it is there whether i have installed xp or win 7. And that is the reason i open up to see the capacitors. Thnx.
 
You can't get rid of it. Period.
XP, Win7 or Win8 all have DX bundled with them, if your hardware (VGA/Input Devices/MultiMedia Devices) aren't compatible with certain function in DX then those messages are going to keep on popping up since newer programs/games/applications make direct use of the DX layer these days trying to offload workloads onto the GPU, thus freeing up processor usage.
What you will need to do is either stop using all programs or games that use DX.... which I doubt you'll find nowadays... or then upgrade your rig.

i don't mean about the applications or the games. when i mean disturbing i don't mean popups... but i mean it is flickering which is related with the display itself, the driver or the OS as to me. and if these aren't the reasons it is as u said it is b/c of the card and/or the board.
