You have 2 options:

Option 1, if your operating system is locked you will have to restore the operating system with either the recovery partition or use the recovery disc(s) that came with your laptop, this may or may not wipe your data depending on the options you have selected.

Option 2, if your BIOS is locked then contact the manufacture with the serial number and proof of purchase/ownership and they may be able to unlock it for you.

As for "why?", if you look in the terms and conditions for the Tom's Hardware forums we cannot offer help in cracking, hacking or bypassing security.
