If you're left with no other option, but use that PSU,I'm afraid you'll need to go for the 7750.Coz,the 7770 needs 19A and 500W PSU,which I believe is not your PSU.And the 7750,it needs just 16A and 400W PSU,which makes me think that it should work good with your system.

And about the 7790,if you can afford it go for it,as it will outperform both of them. Let me ask, something though. What's the current in the 12V rail of your PSU? It maybe 400W but it's iball, and not efficient enough. Please provide little bit more info of your PSU.

Well,as you can see,the 7790 just like any AMD card, needs a better PSU. Seeing that you have a 400W(Not sure) PSU,with 17A in 12V rail,I'd say that PSU is not enough, since it needs at least 21A in 12V rail. Also,it does need an external 6 pin PCI-E Power connector, which I doubt your PSU has.
So better you get a new PSU before getting the card,or you wouldn't be able to use that card well on your system, and even you may end up damaging the card with that bad PSU.

As you may be well aware of,power hungry components of your PC like the GPU,CPU etc use the 12V rail for Power. So,if it can't deliver necessary power, your system won't work fine.So you either get a new PSU or go for a card with less power requirements.

Atleast increase your budget cuz the 7790 uses 550w psu,you have only 400. Get a 600w corsair psu from this http://www.flipkart.com/corsair-cmpsu-gs600w-600-watts-psu/p/itmdzanx99gxgbgz?pid=PSUD5XZ4XXXNCZGA&otracker=from-search&srno=t_2&query=600w+psu&ref=8082b991-be16-4757-a7fe-5f8bee9ea2c8. Then you have variety of graphics cards to buy cuz 600w psu can run any graphics card under 10000 inr. I give some below.
Asus HD 6670 1 GB GDDR5 graphics card
Asus HD 7750 1 GB GDDR5
Asus GTX650 E 2GB DDR5

if you havnt bought any card till now you could buy xfx r7 250 or xfx r7 250A . Also expanding your budget for r7 260X would worth it . Im currently using r7 260x and im satisfied with my choice as it can handle latest games like cod ghost and battlefeild 4 on ultra settings . If you dont belive me you check it on youtube
