CPU running high

Hi everyone

I have been working on a Sony Vaio net-book for a friend, when I got it, it was running incredibly slow. to the point of being unusable. I re-imaged it using the the recovery partition (windows 7 starter). I ran windows updates, and updated the drivers using Driver genius Pro, but it still ran slow.

just running google chrome the CPU and RAM would be near maxing out.

So I installed a copy of windows 8 I had just to run from a fresh image(on the off chance the recovery image was corrupt) , and then updated to 8.1 it is not quite as slow as it was but the processor and ram run high with only an internet browser opened.

I ran memtest+ for about 14 passes and didn't find any errors, I ran easus Hard drive diagnostic and didn't find any errors, and I ran hot CPU free edition to test the CPU and didn't get any errors.

I am currently thinking of purchasing RAM as it is the windows 8.1 pro that is running on it now.
it currently has an Intel Atom processor with 1gb of RAM.

any suggestions as to want to try next I don't want to buy ram if there is an underlying issue with the notebook.

I have googled but cant find any one with similar issues, (but I'm not looking in the right place)

the weird thing is the laptop used to preform fine. but then it just slowed down big time, this is probably due to this person using torrents.
maybe the recovery partition was corrupt and that now it is under powered for windows 8 pro I might just buy some RAM its realitivly cheap.

Ive an atom and 2gb, I seen a difference going backward to xp, more useable than the 7 it came with imo. Cant remember cpu/ram for 7 but its 5-600mb when browing and on firefox on a site like a shop with lots of pics the cpu spikes to 60-70% only for a moment.
