I have two monitors coming from a crossfired Radeon HD6850, my secondary screen has perfectly good frame rates (connected via HDMI) my main screen will not go about about 18-20 fps (connected by dvi, which is its only input) this problem is not apparent when running a game full screen on the main screen, any ideas as to why?

Are you on Windows 8? There was an issue where a fullscreen app on one screen, would make the 2nd screen run at slideshow framerates. It was fixed by a Windows Update.
