Monitor has horizontal lines moving vertically when my background is black/dark

Hello community, once again.

So 2 weeks ago I built a new computer, everything was going perfectly until, recently, I've discovered some weird horizontal lines moving vertically on my monitor. This only happens when I'm, for example, playing Battlefield 3 and I'm inside a room or a dark spot with a black background, it also happens if I have set a dark wallpaper for my Windows background. It happens with every game I have, I've tried turning V-Sync On, but it stays the same. Could this be a problem with my monitor? I have a Samsung SyncMaster B2230, bought it 2 years ago, so it's not that old. I hope someone is able to help me with this. As I said, my PC is brand new. I also have, at least 1 lag spike, when I start a game on Steam (it only happens with games on Steam such as Payday 2, I run Crysis 3 on Origin at Ultra Settings with no lag spikes whatsoever, same goes for Battlefield 4 Beta). Sorry for the long post, I just hope that someone can help me figure this out, I have my GPU drivers up to date as well.

NOTE: I'm using a VGA to DVI adapter that came with the GPU, as I didn't have the opportunity to buy the DVI version of the same monitor (they didn't sell it here). Could that be the problem?

Here's my rig:
-Intel Core i7 4770K CPU (stock settings, haven't overclocked yet);
-be quiet! Dark Rock 2 CPU Cooler;
-Asus Z87 Sabertooth Motherboard;
-EVGA Geforce GTX 780 GPU (stock settings as well);
-Corsair Vengeance Pro 16GB RAM @1600MHz;
-Corsair AX 860 80+ Platinum PSU;
-Samsung 840 Pro Series 128GB SSD (Windows only, I'm using Windows 8);
-Western Digital Caviar Black 1TB HDD (all my games are installed in this drive).

It could be interference with the VGA connection or a bad cable/adapter. VGA connections are analog and tend to be more sensitive to interference than digital connections.

Alternatively it could also be a defective monitor, but since you said you've had the monitor for two years and only started noticing this since you set up your new computer I think the more likely culprit is the VGA connection.

If you have any kind of monitor that supports a digital connection (DVI-D, HDMI, DisplayPort), I would try hooking it up to your computer and seeing if you get the same problem. If you don't, then you know it is something wrong with either that monitor or (more likely) the VGA connection.

Thank you very much for your fast reply. Sorry for taking so long to reply, I've been really busy lately. I'll defnitely try that out and I'll get you informed afterwards. Oh, and a quick "note", yesterday I did a stress test to my GPU using MSI Kombustor along with Afterburner and I noticed that those weird lines intensified on my desktop (when the GPU was at 100% load during the test). Should I be concerned about the GPU itself or is it the VGA connection that's too sensitive with it, as you said?
