Sounds like the SATA mode in the BIOS issue. To fix, set your SATA mode to IDE mode if currently AHCI mode and then save.

You can make a registry tweak to Win 7 to enable AHCI afterword (see below):

Thanks for the quick reply COLGeek. I've set the SATA Controller mode to Enhanced because I didn't have just an IDE mode. Under that I left SATA RAID and AHCI disabled. Currently, I still have the same problem. I read in another thread that the cloned image could've run on completely different hardware and could cause the same issue?

That can certainly happen, Win 7 is usually better at handling those differences than previous OSes.

Reviewing your manual now. Did the previous SATA mode have AHCI enabled (or just the RAID enabled)?

Also, do you know the specs from the original system the HDD was cloned? Also, have you tried booting into Safe Mode?

Previously I had the SATA in Compatibility mode before I changed it to Enhanced mode. Once I changed to Enhanced I left both AHCI and RAID disabled. I'm not sure of what the original specs for this image is, and I haven't tried booting into safe mode. I'm only given options to start windows normally or start windows repair. I tried the repair route and I get the same problem after it finishes.

This is definitely a sign of the SATA mode being the issue. Try setting your SATA mode to enable AHCI and see what happens.

If the previous image was set to RAID, you have virtually no chance of getting this to work unless you are using the same RAID controller.

I tried with AHCI enabled and still nothing. I know that when I clone the image and use it in a laptop with an i7 it works just fine. Could we be missing something?

What if I did a general Sysprep? Would that alleviate hardware issues?

That may do it. Apparently, the hardware difference from the image to the Supermicro is just too great to overcome. I would recommend reverting back to AHCI disabled (Enhanced) to ensure the best chance of success. You can change to AHCI afterward.
