SLI 650 Ti Boost 1GB, or Sapphire R9 280X?

I am building a $1000 PC for a client. I have read that dual 650 Ti Boost SLI is better than the 7970 GHz, or R9 280x. However, only 1GB 650's are in the budget. (That is including the better PSU and SLI compatible mobo.) Also any advice on improving this build would be great.

How does this look? I know that the HYPER 212 EVO is one of the best cpu coolers on the market, and I got a 970 chipset motherboard and chose the black case over the gun metal one because it is cheaper, but it is still too expensive. Any advice on lowering the price?

BTW the Gigabyte motherboard has a combo making it cheaper than the 970 version so I got that one.

I have a few copies already. And the cheapest 7970 is the same price as the 280x.

I'm trying to avoid any retailers besides Amazon and Newegg (because 2-day shipping is important to me and my clients) and the lowest 7970 I could find was $10 cheaper than the 280x, but the 280x has a combo deal that saves me $25 so that one is better.
