How much should i spend on the cooler?
Also should i get a different gpu maybe wait for the gtx 770 price drop?
is gigabyte a good gpu brand? what about the sapphire toxic r9 280x

I think you're paying too much money for the case and the 280X is a decent GPU but the 770 is much better. This is what I would suggest:
