my computer shutdowns instantly when i turn on the pc .. after long time only it starts properly and after some it agains turns off

Yes, dust can very easily cause that, either by creating a short or simply stifling the components and causing them to overheat.

I suggest you buy a can of compressed air and clean out your system.

It takes quite a lot of dust, but yes, it can and does happen (quite often to people who buy an OEM machine and use it for years without ever cleaning it out).
